Speaker: Alex Benkenstein
Head of the Climate Change and Natural Resources Programme
Alex Benkenstein is the Head of the Climate Change and Natural Resources Programme at the South African Institute of International Affairs (SAIIA). His work at SAIIA has focused on a number of resource governance-related themes, particularly climate change, energy and just transition, extractive industry governance and the sustainable blue economy. Moreover, he has conducted research in several African countries and has strong linkages with key regional institutions such as the African Union Commission and the Southern African Development Community, as well as within broader national and regional policy and research communities. At SAIIA, he has also overseen numerous projects, been invited to present at several continental and regional forums, and has provided policy input on national, sub-regional and regional climate policies.

ESG & Futures Policy Specialist, SAIIA
Adrian Joseph is a research fellow in the Climate Change and Natural Resources Programme at the South African Institute of International Affairs (SAIIA). At SAIIA, his work focuses on critical minerals, specifically geopolitics as it relates to the role of Africa’s critical minerals in the global energy transition. Before joining SAIIA, he spent time at the Brenthurst Foundation as a Machel-Mandela Fellow and is a former Konrad Adenauer Stiftung Scholar. Furthermore, he is currently pursuing his Master’s degree in International Relations at the University of Cape Town.

Dominic Rebelo is a Partner in the Corporate Department at Anjarwalla & Khanna, with broad experience spanning capital markets, mergers and acquisitions, fintech, energy and natural resources, and environmental law.

He has played a key role in several significant mining and resource extraction matters, including advising the Government of Kenya’s Ministry of Mining - alongside Slaughter and May - on the development of the Mining Bill, 2014. His work involved reviewing related cross-cutting legislation and incorporating international best practices to support the reform and modernization of Kenya’s mining legal framework.

Emmanuel Manda is the Managing Partner of ALN Zambia | Musa Dudhia & Co. and has extensive experience in, corporate and commercial law, mergers and acquisitions, mining and tax.
Emmanuel has played a significant role in various significant mining transactions, in which he advised his respective clients on all aspects of the transactions and he regularly supports clients navigating complex legal and tax issues in the extractive industry. His work spans both local and cross-border projects.

Chris Green is a Director at ALN Tanzania | A&K Tanzania. He has extensive experience in corporate and commercial law, with a strong focus on cross-border mergers and acquisitions across Sub-Saharan Africa. Chris has advised on several high-value transactions across East and Southern Africa, particularly in highly regulated sectors such as energy, natural resources, telecommunications, and financial services. Recently, Chris acted for Anglo American Marketing Ltd in a USD 10 million royalty agreement relating to Genmin’s flagship Baniaka iron ore project in Gabon.
